WARSAW - Poland's Ministry of Defense has inked a $44.5 million deal with local defense company Wojskowe Zaklady Lotnicze 2 to modernize 16 Soviet-built MiG-29 fighter jets, the ministry's Armament Inspectorate said.

The aircraft include 13 jets in the single-seat combat variant and three aircraft in the two-seat MiG-29UB-12 training version. The upgrade, which is intended to keep the jets operational until at least 2030, will increase their combat capabilities and their compatibility with the Polish Air Force's F-16 fighters, according to a ministry document.

"WZL 2 is the only facility in Poland which performs repairs and modernizations ... of the MiG-29 fighter jets," the Armament Inspectorate said in a statement. "The plant has the necessary know-how, experience and technical potential for the completion of the contract."

Under the deal, the aircraft will be fitted with new avionics, including mission computers, Mil 1553 data bus systems and SAASM GPS modules. The new gear is to be supplied by an unnamed U.S. manufacturer, the Armament Inspectorate said.

WZL 2 is a state-owned aircraft repair plant located in Bydgoszcz, in the country's northwest. In 2010, the defense business posted revenues of 120.6 million zloty ($40.13 million), up a robust 274 percent over a year earlier, and a net profit of 11.5 million zloty, a tenfold increase over 2009. The company has more than 600 employees.

Poland and United States sign Defense Procurement MOU

14:53 GMT, September 12, 2011 Warsaw | A meeting of minister Tomasz Siemoniak with the US Ambassador to Poland Lee Feinstein recently took place at the Ministry of National Defence (MoND) in Warsaw, Poland.

The talks concerned important issues connected with bilateral cooperation within security and defence. The minister and the ambassador emphasised the very special character of relations between Poland and the USA. They declared their will to maintain close relations, aiming at supporting common initiatives and projects. They also discussed the situation in Afghanistan and cooperation between Polish and American military contingents in ISAF.

After the talks the Minister of National Defence and the Ambassador of the USA signed a "Reciprocal Defense Procurement MOU” [Memorandum of Understanding] – an agreement between the governments of Poland and the USA about reciprocity in the area of the defence orders. Signing this document allows companies from both countries to participate reciprocally in tender procedures within armament procurement.

Poland ditches military jet tender

Thu Oct 27, 2011 8:39am EDT

* Korean KAI and Italian Alenia were final bidders

* New tender for training aircraft in works

Oct 27 (Reuters) - Poland has scrapped a 1.45 billion zloty ($456 million) tender for training-combat aircraft in which Korean Aerospace Industries (KAI) had faced off against Italy's Alenia Aermacchi in final talks, the defence ministry said on Thursday.

The ministry will now launch a tender focusing solely on the jets' training capabilities, which could attract more bidders after companies from Finland and the Czech Republic pulled out of the current tender for 16 aircraft.

Britain's BAE Systems also pulled out, saying Warsaw had to decide between training or combat jets.

"The defence ministry is preparing to launch a new tender to buy a typical training jet," Deputy Defence Minister Marcin Idzik told a news conference.

Poland, the biggest ex-communist NATO member, urgently needs to modernise its ageing air fleet, especially its training aircraft, after a series of deadly accidents laid bare deficiencies in the air force's training procedures.

The nation has seen several military aircraft accidents in recent years, most notably in April 2010 when a plane carrying the country's president, Lech Kaczynski, crashed while trying to land in thick fog in western Russia, killing all 96 on board.

In 2008, 20 high-ranking air force personnel returning from an air safety conference were killed when their plane crashed in woodland in northern Poland.

In both cases, final reports from the incidents highlighted insufficient training and disregard for safety procedures.

Prime Minister Donald Tusk dismissed his defence minister after a report on last year's crash in Russia showed recommendations after the 2008 accident had not been implemented and that similar factors contributed to the second disaster.

MNOK 712 NSM contract with Poland approved
28.12.2011

The contract that KONGSBERG announced on 7 December 2010 with the Polish Ministry of Defence for additional NSMs (Naval Strike Missiles) has been approved. This contract is an extension to the basic contract, which was signed on 30 December 2008. Compared with the press release published in December 2010, the scope and value of the contract has increased and the order for MNOK 712 will be booked in Q4 2011.

KONGSBERG has been contracted to supply an NSM-based Coastal Defence System to the Polish Navy. The Coastal Defence System is on track to commence in 2012, deliveries will encompass NSMs for use in conjunction with a command and weapon control system similar to KONGSBERG's renowned NASAMS air defence system. Earlier in 2011 NSM launched from the Polish Coastal Defence System again demonstrated its capabilities as the most advanced strike missile against land and sea targets.

KONGSBERG will be subcontracting with a large number of Polish enterprises, engaging them in close cooperation that will involve technology transfer and long-term partnerships. Some of the core components of the system, e.g. the radar system, communications system and the trucks to carry the launch ramps, are being developed and delivered by Polish industry.

Air regiment blamed for Smolensk tragedy officially disbanded

3rd January 2012
Bookmark and Share

Poland's 36th Special Air Transport Regiment was officially disbanded on Tuesday following the ceremonial lowering of the regiment's flag at the Warsaw-Okęcie military airport.

It was announced in August 2011, shortly after the appointment of Tomasz Siemoniak as Poland's new Defense Minister, that the regiment would cease its activities.

This decision followed the release of the official Polish report into the Smolensk tragedy, which occurred when a Polish Air Force Tupolev Tu-154M aircraft crashed in bad weather killing 96 people, including the country's then president Lech Kaczyński. The report stated that the regiment's pilots were overworked, had been poorly trained and lacked the correct facilities and equipment.

Colonel Mirosław Jemielniak, the last ever commander of the regiment, said at the ceremony that the “last 16 months were a time of big changes, when we tried to regain confidence after the terrible tragedy of April 10. Today I stand before another entity than the one in which this tragedy occurred.”
